Your ISP may be blocked due to misbehehaving clients (copying the website, coping content into Wikipedia, etc.). Some firewall you possibly use or a faked User-agent string may also be the reason. You are also blocked if your company does use WebSense, a misbehaving filter software.

Notes: 1) The whole Asia-Pacific network except Australia and New Zealand are blocked due to spam/content theft issues.
2) Minor parts of Dutch ISPs, such as Chello, may be unfortunately blocked due to spam issues.
